The Federal government has turned down the Blue Jays request to play in Canada this season.
Apparently MLS got a pass and is underway with games scheduled in both Montreal and Toronto
Although lots of questions remain Edmonton and Toronto appear to be HUB cities for the NHL.
It would seem consistency is not something that is forth coming for all sports.....just the favoured ones

MLS is not playing in Canada. The "MLS is Back" tournament is being played in Florida Based on this, they are playing after the MLS is Back tournament (awesome idea, imho) |
